The Greater Bernard Lodge (GBL) Project

The Greater Bernard Lodge (GBL) Project seeks to create the ideal municipality where there exists for citizens; a high standard of living, sound environmental management, and affordable quality housing, which all create a sustainable environment.

The Government of Jamaica (GoJ), through the SCJH, intends to sell discrete Mixed-Use, Light-Industry and Residential development blocks via a competitive tender process. While some of the assets are registered in the names of several GoJ entities, including but not limited to the Minister of Housing, Urban Development Corporation (UDC), and the Commissioner of Lands, SCJH is the beneficial owner of all the assets.

The GBL Master Plan spans a total of 5 ,397.02 acres and will seek to create a sustainable integrated township that is vibrant and resilient and addresses challenges associated with affordable housing, transportation, and access to jobs and services. The development will not only address housing but also improve several areas of infrastructure, including the provision of potable water, sewerage, waste management, drainage, road rehabilitation in Greater Portmore, aquifer protection, and regularization of agricultural lots.

The privatization process will be implemented in three (3) phases. Phases I and Il have been completed. Phase II will consist of Residential (Detached) and Light Industry Blocks. The perceived vision of the (GBL) Master Plan will be a world-class community that is both environmentally friendly while facilitating socio-economic growth and development.

This will be achieved by working with the relevant stakeholders based on the following 10 guiding principles:

  • Principle #1: Integrated and sustainable community built upon green principles with flood protection and adaptation to climate change and sustainable energy mix.
  • Principle #2: Compact urban areas intertwined with green spaces at the heart of new neighbourhoods, to ensure a more efficient, effective and more desirable place for families to reside.
  • Principle #3: Wide sidewalks to create and enhance the pedestrian environment.
  • Principle #4: Reduce reliance on the automobile and improve opportunities for alternative transportation by exploring alternate transportation mediums.
  • Principle #5: Improve the quality of the natural environment and the creation of a just, safe, resilient
  • Principle #6: Provide for a variety of housing forms to help meet the needs of a growing and diversifying population and offer more affordable housing choices.
  • Principle #7: Provide for a diverse and compatible mix of land uses that accommodate employment opportunities for local residents and offer more live and work choices.
  • Principle #8: Sponge City Concept that will encourage additional protection of the aquifers.
  • Principle #9: Integration with the existing adjoining communities.
  • Principle #10: Striving for a crime-free community through the use of designing out and implementing crime prevention and other techniques.
